Unless noted otherwise, all meetings occur at 3000 W. 170th Place, Hazel Crest.
Beautification Commission: The Beautification Commission is composed of seven members and meets on the first Monday of each month. The purpose of the Commission is to encourage and promote quality development through attractive urban design. The commission reviews as non-residential landscape plans to assure that projects are well done and compatible with adjoining properties. The Commission also makes recommendations for short- and long-term landscaping projects on public property to beautify the Village of Hazel Crest. The Commission develops public awareness and promotes the general appearance of the Village through the annual Beatification Awards Program and Clean Up Day activities and ensures the quality of Village parks, trees, and woodlands and educates residents about the importance of nature. Commissioners are expected to meet the following criteria:
To possess a genuine concern for the aesthetic value of the community and a willingness to participate in programs which encourage and enhance such in the community;
To read informational packets before the meeting and to be prepared to participate in discussions;
To volunteer to chair at least one event/activity sponsored by the Beautification Commission working closely with staff, and to assist in other projects sponsored by the Beautification Commission and Village;
To possess a basic knowledge of the planting, caring and removal of plants and trees; and
To be willing to dedicate at least three hours per month to the Commission.
Board of Fire and Police Commission: The Board of Police and Fire Commission is comprised of three members and meets on the call of the Chairman. The purpose of this Commission is to make and oversee the administration of rules and regulations for the appointment, promotion and removal of sworn police and fire personnel. The Commission also has the responsibility of conducting hearings and making rulings regarding the suspension and dismissal sworn fire or police personnel. Commissioners are expected to meet the following criteria:
To study informational packets before the meeting and to be prepared to participate in discussion of the agenda items;
To possess a desire to maintain stable employment within the Fire and Police Departments;
To be willing to dedicate at least five hours per month to the Commission. Time demands are extremely heavy during testing programs; and
To possess sufficient education and experience in police and fire to participate in oral interview sessions and to deal with complex
personnel related issues.
Chicago South Suburban Mass Transit Board: The Chicago South Suburban Mass Transit District Board represents fourteen communities in the South Suburban area and has one Village appointed representative. The Board meets at 7:30 p.m. on the first Wednesday following the first Thursday of the month, at the Flossmoor Village Hall, 28000 Flossmoor Road. The purpose of this Board is to oversee the administration of transportation equipment, systems, and facilities owned by the District, including PACE buses and METRA rail cars.
Civil Service Commission: The Civil Service Commission is composed of three members and meets on the call of the Chairman. The purpose of this Commission is to administer examinations for potential employees and promotional exams for current employees in accordance with guidelines as established by State statutes. The Commission also conducts hearing and makes rulings regarding the suspension and dismissal of Village employees, except those governed by the Board of Fire and Police Commission. Commissioners are expected to meet the following criteria:
To study informational packets before the meeting and to be prepared to participate in discussion of the agenda items;
To possess a desire to maintain stable employment within the Village's administrative and public works departments;
To be willing to dedicate an average of five hours per month to the Commission. Time demands are extremely heavy during testing programs;
To possess sufficient education and experience in personnel administration to participate in oral interview sessions and to deal with complex personnel related issues;
To monitor all Civil Service exams as required by statute; and
To certify eligibility lists for adopted Village Civil Service employment positions
Economic Development Commission: The Economic Development Commission is composed of seven members and meets at 7 p.m. on the second Monday of the month. The purpose of this meeting is to promote and encourage quality economic development within the Village through business retention and attraction, sponsorship of small business seminars, and marketing efforts. This purpose is achieved by meeting with the owners of businesses to discuss marketing property and to encourage businesses to locate in Hazel Crest.
Emergency Telephone System Board: The ETSB consists of three emergency service providers handing 9-1-1 emergency calls, one Trustee, the Treasurer and one resident, as defined by State statute, and meets quarterly. The Board’s purpose is to maintain the established emergency telephone system and to monitor the operations and expenditures for the 9-1-1 system.
Fire Pension Fund Board: The Fire Pension Fund Board consists of nine members which includes five active Fire Department personnel elected by their peers plus the Village Mayor, Village Treasurer, Village Attorney and Village Clerk, as required by State statute. This Board meets quarterly. The purpose of the Board is to manage the assets of the fund, accept members into the fund and approve regular and disability pensions.
Planning and Zoning Commission: The Planning and Zoning Commission consists of seven members and meets on call on the first and third Mondays of the month. The purpose of the Commission is to make recommendations to the Village Board regarding applications for development and redevelopment in the Village. The Commission reviews requests for compliance with the Zoning Ordinance which is the document that helps regulate uses and development of land, and considers the long-range impact of development. The Commission also considers the appropriateness of a proposed land use utilizing the community’s Land Use map, as well as the impact of development, including traffic, density, project design and compatibility with the surrounding properties. The Commission reviews and recommends petitions for variances to the Zoning Ordinance as well as land use including subdivisions, special use, re-zoning, and annexations. Commissioners are expected to meet the following criteria:
To read informational packets before the meeting and to be prepared to discuss the agenda;
To visit each site scheduled as an agenda item prior to the meeting;
To be willing to dedicate at least five hours per month to Planning and Zoning Commission business; and
To possess experience, training or interest in the urban planning process.
Police Pension Fund Board: The Police Pension Fund Board consists of five members including two members appointed by the Board of Trustees, two active Police Department personnel and one current beneficiary of the Police Pension Fund, all three elected by their peers. This Commission meets quarterly. The purpose of the Board is to manage the assets of the fund, accept members into the fund and approve regular and disability pensions.
Senior Committee: The Senior Committee tracks senior services offered by townships and the private sector, and acts as broker for information to citizens. The Committee meets on the first Friday of the month.
PROPOSED COMMITTEES, SHOULD SUFFICIENT INTEREST EXIST:
Community Maintenance and Pride Committee: This Committee’s purpose would be two-fold in an effort to encourage pride through home ownership and property maintenance and through special events for the citizens. These goals would be accomplished through:
Sponsoring Holiday Gift for a Needy Family, Good Neighbor and Business Awards, and Make A Difference Day;
Identifying illegal signage, illegally parked vehicles and garbage in alleys;
Collecting and assembling dates for various property maintenance information from home improvement stores and promoting it through the Villager and flyers within the Village;
Identifying street lights needing replacement, promoting the adoption of water hydrants during snow season, and promoting the removal of leaves and other matter from catch basins during rainy seasons.
Veterans Committee: The Veterans Committee would serve as an advisory committee to the Mayor and Board of Trustees and its purpose is to support veterans within the Village. The Committee will develop short-term and long-range programs and projects, and establish specific goals in furtherance of quality of life issues for armed forces veterans in the Village.
