Do you know that out of the hundreds and hundreds of village
ordinances "on the books", at least 90% of all citations issued by the
police department are issued for violations involving just 18 of them? |

You can avoid receiving a citation by just knowing, and complying with, as a part of
the responsibility of residency, the requirements of these 18 ordinances. We have listed
these 18 ordinances, denoted by an (*) asterisk, in this page's index as well as other
supporting ordinances for easy location.

Alarms - Security/Fire Alarm Systems
- Sec. 6-45. Permit requirement.
- Sec. 6-45(a).
All alarm systems operating within the village must have an annual alarm permit issued by
the village.

Application for initial alarm permit shall be on the form prescribed by the chief of
police and billing department and shall include all information deemed necessary for the
administration of this article. A twenty-five dollar ($25.00) processing fee will be
charged for the initial permit. A ten dollar ($10.00) annual renewal fee shall be payable
every May 1 thereafter.

- Sec. 6-46. General requirements and prohibitions.
- Sec. 6-46(b).
All alarm systems may be connected to a central station or, in the case of commercial or
bank alarms, may be connected directly to the police department alarm board, or else they
may function as a local alarm. Any alarm system having an outside ringer, siren, buzzer or
similar noise making device or any visual signal, either of which is designed to be
detected by the public outside of the structure where the alarm is installed, must be
equipped with an automatic shutoff device which will cause the alarm to shut off no later
than thirty (30) minutes after it activates. This restriction shall not apply to fire
alarm systems.

- Sec. 6-46(c).
No alarm system utilizing signaling devices that automatically select a telephone line of
the police or fire departments, and then reproduce any prerecorded message which initiates
a request for emergency response from the police or fire departments, shall be permitted.

No alarm system may utilize the emergency 9-1-1 telephone lines into the police and fire
departments.

- Sec. 6-46(e).
No alarm shall be manually activated for reasons other than a robbery or burglary in
progress or having just occurred, a medical or fire emergency, or circumstances indicating
a likelihood of death or great bodily harm.

Alcoholic Beverages
- Sec. 4-9. Purchase, possession and consumption by persons
under age.
- No person under the age of twenty-one (21) years shall consume, purchase or accept
delivery of alcohol liquor or have alcohol liquor in his or her possession within the
Village of Hazel Crest; provided the possession and dispensing or consumption by any
person under the age of twenty-one (21) years of alcoholic liquor in a performance of a
religious service or ceremony, the consumption by a person under the age of twenty-one
(21) years under direct supervision and approval of parent(s) or guardian(s) of such
under-age person in the privacy of the parent(s) or guardian(s) home is not prohibited. No
person after purchasing or otherwise obtaining alcohol liquor shall sell, give or deliver
such alcohol liquor to another person under the age of twenty-one (21) years.

- Sec. 4-10. Liquor in vehicles.
- It shall be unlawful for any person to transport, carry, possess or have any alcoholic
liquor in, upon or about any motor vehicle, except in the original package with the seal
unbroken.

Animals - Dogs and Cats
- Sec. 5-22. "Dog and "cat" defined.
- The word "dog" and the word "cat", as used in this article, shall
include any animal of the canine or feline species, respectively, of six (6) months of age
or older.

- Sec.Sect. 5-23. Prohibited at large; fine for violation.
- Any dog or cat found running or being at large in any of the streets or public ways or
upon the private premises of any person other than the owner or keeper of such dog or cat
shall be deemed and considered to be a public nuisance. No person shall cause or permit
any dog or cat owned or kept by him to be at large within the village. The fine for
violation of this prohibition of at-large dogs and cats shall be twenty dollars ($20.00).

- Sect. 5-31. Leash requirement.
- All dogs and cats, while on any street, public way or private premises of the owner,
agent of the owner or keeper thereof, shall be led by a chain or leash not exceeding six
(6) feet in length in such a manner as to prevent it from biting or otherwise injuring any
person or animal. Nothing in this article shall be interpreted to require the leashing of
any dog or cat while on the private premises of the owner, agent of the owner or keeper
thereof, except as provided in section 5-27. (Note: 5-27 deals with procedures relative to
dangerous, fierce or vicious dogs or cats.)

- Sect. 5-33. Dogs; defecating, urinating on public or private
property.
- It shall be deemed to be a public nuisance for any person to cause or permit any dog
owned or kept by him to defecate or urinate upon any public street, sidewalk, or other
public place, or upon any other premises not owned or controlled by the person owning or
keeping the dog, provided however that shall any such defecation be completely and
promptly removed by the owner or keeper of said dog, the terms of this section shall not
apply.

License - Dogs and Cats
- Sec. 5-39. Required.
- No person shall own, keep, maintain or harbor any dog or cat within the village unless a
license for owning, keeping, maintaining and harboring such dog or cat has first been
secured as provided in this division.

- Sect. 5-41. Fees.
- Every person owning, keeping, maintaining or harboring any dog or cat within the village
shall pay an annual license fee of five dollars ($5.00) for each dog or cat owned, kept,
maintained or harbored. Such payment shall apply to the fiscal year beginning May first
and ending April thirtieth of the next following year. No license shall be issued for a
sum less than the full annual fee. (Note: Once you receive your animal's license tag,
firmly attach it to the dog or cat's collar or harness placed and kept about the neck of
such dog or cat.)

- Sect. 5-45. Permitted number per owner.
- No person having the same location of residence shall apply for, receive or be issued in
excess of two(2) licenses; provided, however, that kennels, duly licensed by the village,
shall be exempt from the provisions of this section. It shall be unlawful to own, keep,
maintain or harbor more than two (2) dogs or two (2) cats at any one location at the same
time within the village, and it shall be unlawful to own, keep, maintain or harbor more
than one litter of young during the period from birth to six (6) months of age.

Curfew for Minors
- Sec. 20-92. Definition.
- The word "child" as used in this article, shall mean any person, male or
female, who has not reached his or her eighteenth birthday.

- Sec. 20-93. Established.
- It shall be unlawful for any child to be upon any public way or public place in the
village between the hours of 11:30 p.m. Friday and 6:00 a.m. Saturday, or between the
hours of 11:30 p.m. Saturday and 6:00 a.m. Sunday, or between the hours of 10:30 p.m. and
6:00 a.m. on any other day of the week, unless accompanied by and in the charge of a
parent, guardian or other proper companion of the age of twenty-one (21) years or more, or
unless engaged in some occupation or business in which such child may lawfully engage
under the statutes of the state.

- Sect. 20-94. School curfew.
- Sect. 20-94(a).
It shall be unlawful for any person under the age of eighteen (18) who is enrolled in any
public, private or parochial elementary or secondary school to be present in any public
place, building, street or location other than school, during any hours when such person
is enrolled in school during the regular school term, unless he or she is: (1) Traveling
to or from school by the most direct route; (2) engaging in school-related activities with
written approval of school authorities, or is otherwise authorized by a written school
policy; or (3) engaged in personal business, including but not limited to employment,
medical care and religious activities with prior written notice from a parent or legal
guardian to school authorities.

- Sect. 20-94(b).
A police officer may stop and detain a person whom the officer reasonably suspects to be
in violation of this section for a limited period of time for the purpose of verifying the
person's identity, age, school enrollment and authority to be absent from school. The
police officer shall immediately inform the person of the reason for the detention and
that he or she will be promptly released upon verification of authorization to be absent
from school. The person so detained shall not be removed from the scene of the detention
unless he or she refuses to provide the officer with the information necessary to complete
the investigation.

To the extent practical, any person in violation of this Section shall be taken to school
authorities or a parent or legal guardian.

- Sec. 20-95. Parental responsibility.
- A responsible parent of a child who violates sections 20-93 or 20-94 of this Code shall
be liable for such violation.

Halloween Solicitation
- Sec. 21-23. Definition.
- For the purpose of this section, Halloween solicitation shall mean seeking or obtaining
gifts, food, candy or contributions of money, as is customary in the celebration of
Halloween day.

- Sec. 21-24. Time limit on Halloween solicitation.
- It shall be unlawful for any person, whether alone or in a group, to conduct such
solicitation as set forth in the preceding section on any other day other than October 31,
provided further that all solicitation on October 31 be terminated by 7:30 p.m.

Parking Restrictions - Motor Vehicles, Traffic
- Sec. 19-97.6. Parking in municipal lots when required fee
not paid.
- It shall be unlawful to park any vehicle for any period of time in a parking lot
designated by the village as a municipal parking lot:
- Without paying the required fee established by the village and as stated on signs posted
within the parking lot; Author's note: While not a part of this ordinance, the fee is:
$1.00/day for parking in Lot A (170th & Wood Street) - daily parking;
- In a space designated for monthly or long-term parking without first having obtained
proper permit from the village; Author's note: While not a part of this ordinance, the fee
is $65.00/3 months, $120.00/6 months and $220.00/year for parking in Lot B (170th Street
& Park Avenue) - permit parking;
- In a space designated or marked as being specifically reserved; or
- In violation of any other restrictions posted on signs within or about the parking lot.

- Sec. 19-98. Parking during street cleaning .........
- It shall be unlawful to park any vehicle on any public street or portion thereof in the
village at any time when such street is being cleaned ........ Signs indicating such
cleaning ........ shall be posted before such work is done.

- It shall be unlawful to park any vehicle for a period of time in excess of the amount of
time designated by ordinance and so posted.

- Sec. 19-107. Parking on private property.
- It shall be unlawful to park any motor vehicle on any private property without the
consent of the owner of the property.

- Sec. 19-109. Parking during snowfall restricted on specified streets, etc.
- Sec.19-109(a).
It shall be unlawful to park any vehicle for a period of time exceeding three (3) minutes
to unload passengers or thirty (30) minutes to unload property at any place on any of the
following streets or on any dedicated streets (those maintained by the village) in the
following subdivisions after snow begins to fall and during the time snow continues to
fall; if snowfall exceeds two (2) inches in depth, such parking restrictions shall
continue in effect until removal is complete.

When a snowfall exceeds two (2) inches in depth, parking in that area of the village which
is east of Interstate 294 will be restricted to an odd/even address basis between the
hours of 8:00 a.m. and 5:00 p.m. All vehicles will park on the odd-numbered street side on
odd-numbered days. On even-numbered days all vehicles will park on the even-numbered side.
These restrictions will apply until snow removal is completed. This restriction applies to
all streets east of Interstate 294 with the exception of those streets which are
designated snow routes. This subsection does not repeal any parking provisions pertaining
to designated snow routes.

Vehicle Licenses (i.e., "Village Sticker")
Sec. 19-166. Required; citation.
- 19-166(a).
Every owner of a motor vehicle who resides within the village and every firm or
corporation having vehicles operating out of a permanent office or place of businesses
within the village, shall pay to the village each year a tax or license fee for the use of
each motor vehicle used on any public street or highway or alley in the village. The term
"motor vehicle" as used in this article shall be construed to include
automobiles and all other vehicles propelled otherwise than by muscular power.

- 19-166(b).
A motor vehicle which displays state registration reflecting an address within the village
shall constitute prima facie evidence that the vehicle is being operated on the streets of
the village and shall be construed to be in violation of this article, and therefore that
motor vehicle can receive a citation anywhere within the village regardless of whether on
public or private property.

- Sec. 19-167. Grace period.
- Any person who establishes residence in the village and who operates a motor vehicle as
provided in this article, or any person who takes possession of a motor vehicle, shall be
allowed a period of thirty (30) days from and after such residence is established, or
vehicle is acquired, in which to comply with this article.

- Sec. 19-169. Fees.
- The schedule of fees for licenses required by this article shall be paid annually, by
January thirty-first, in the following amounts:

- Sec. 19-171(a).
- A license tag or sticker shall be issued by the village and said sticker shall be
displayed on the lower right-hand side of the windshield of the motor vehicle so licensed,
other than motorbikes and motor scooters. A vehicle tag issued for a motorcycle,
motorbike, or motor scooter shall be securely fastened and conspicuously displayed upon
such vehicles. Such tags or stickers shall be numbered serially and a record kept on file
by the village clerk.
- Sect. 19-171(b).
- Tags or stickers from prior years or other communities shall be removed from the
windshield at the time the new sticker is displayed.

It shall be unlawful to park any vehicle for a period of time exceeding three (3) minutes
to unload passengers or thirty (30) minutes to unload property at any place on any of the
following streets or on any dedicated streets (those maintained by the village) in the
following subdivisions after snow begins to fall and during the time snow continues to
fall; if snowfall exceeds two (2) inches in depth, such parking restrictions shall
continue in effect until removal is complete.

When a snowfall exceeds two (2) inches in depth, parking in that area of the village which
is east of Interstate 294 will be restricted to an odd/even address basis between the
hours of 8:00 a.m. and 5:00 p.m. All vehicles will park on the odd-numbered street side on
odd-numbered days. On even-numbered days all vehicles will park on the even-numbered side.
These restrictions will apply until snow removal is completed. This restriction applies to
all streets east of Interstate 294 with the exception of those streets which are
designated snow routes. This subsection does not repeal any parking provisions pertaining
to designated snow routes.

Vehicle Licenses (i.e., "Village Sticker")
Sec. 19-166. Required; citation.
- 19-166(a).
Every owner of a motor vehicle who resides within the village and every firm or
corporation having vehicles operating out of a permanent office or place of businesses
within the village, shall pay to the village each year a tax or license fee for the use of
each motor vehicle used on any public street or highway or alley in the village. The term
"motor vehicle" as used in this article shall be construed to include
automobiles and all other vehicles propelled otherwise than by muscular power.

A motor vehicle which displays state registration reflecting an address within the village
shall constitute prima facie evidence that the vehicle is being operated on the streets of
the village and shall be construed to be in violation of this article, and therefore that
motor vehicle can receive a citation anywhere within the village regardless of whether on
public or private property.

- Sec. 19-167. Grace period.
- Any person who establishes residence in the village and who operates a motor vehicle as
provided in this article, or any person who takes possession of a motor vehicle, shall be
allowed a period of thirty (30) days from and after such residence is established, or
vehicle is acquired, in which to comply with this article.

- Sec. 19-171. Tag or sticker.
- Sec. 19-171(a).
- A license tag or sticker shall be issued by the village and said sticker shall be
displayed on the lower right-hand side of the windshield of the motor vehicle so licensed,
other than motorbikes and motor scooters. A vehicle tag issued for a motorcycle,
motorbike, or motor scooter shall be securely fastened and conspicuously displayed upon
such vehicles. Such tags or stickers shall be numbered serially and a record kept on file
by the village clerk.

- Tags or stickers from prior years or other communities shall be removed from the
windshield at the time the new sticker is displayed.

- Sec. 19-172. Same-Placement.
- The vehicle tag issued pursuant to this article shall be placed in the lower right-hand
corner of the windshield.
