The mission of the Hazel Crest Police Department is to ensure that all
persons who come within the limits of Hazel Crest feel safe and secure in
their persons and property. This
mission is to be accomplished through the well-regulated efforts of a
highly trained, dedicated, and conscientious group of individuals employed
for this purpose. Police
services will be provided to all without regard to race, sex, religion,
sexual orientation, or political preference.

Goals for FYE 04/30/2003
-
Maintain
full staffing within the Police Department, retaining all current police
personnel.
-
Increase
the level of police training in such areas as weapons of mass destruction,
hazardous materials, and incident command.
-
Obtain
appropriate personal protective equipment to safeguard officers working in a
chemical or biological environment.
-
Obtain
an additional community service officer, sharing this position with the
Department of Fire, Rescue, and Inspectional Services.
-
Successfully
undergo an on-site evaluation for reaccreditation through the Commission on
Accreditation for Law Enforcement Agencies.
-
Transition
to a new School Resource Officer in Hazel Crest schools in the fall semester
of 2002.
-
Select
and train two new beat representative officers (additional duty) to augment
one full-time officer and one part-time civilian employee.

Conduct
a citizen’s police academy in the fall of 2002.
-
Conduct
the biennial community survey, sampling citizen concerns about the police
department and public safety issues in general.
-
Improve
victim-witness support to all crime victims, especially those victims of
domestic violence. Use crisis
counselors in the police station to follow up every crime that is domestic
violence-related.
-
Reduce
2002 serious (index) crime by 10% from 2001 totals.

Reduce
the incidence of burglary and burglary to vehicle in the village by 20%
below 2001 totals.
-
Successfully
negotiate the first labor contract with sworn police officers below the rank
of sergeant.

Improve
communications throughout the Police Department and with the community we
serve.

Increase
usage of seat belts and child safety seats as well as traffic enforcement
generally through the IDOT IMAGE grant program, providing hire-back overtime
pay to increase patrols for enforcement of traffic laws.

Increase
the highly visible bicycle patrol in neighborhoods in the spring, summer,
and fall of 2002, partially through higher funding from the Local Law
Enforcement Block Grant Program.

Use
the Community Response Team (CRT) to address specific problems within the
community, focusing especially on street-level drug sales.

Reduce
job-related accidents, especially those involving lost time, by at least 25%
over 2001 totals.
-
Reduce
traffic accidents involving department vehicles by at least 25% over 2001
totals.
-
Continue
a phased technology replacement program to ensure that the department
employs the most modern instruments possible.

Serious crime decreased by 18.9% in 2003 from
2002. Four of the eight categories showed decreases, two categories stayed the
same, and two categories were slightly higher. The two largest crime categories,
burglary and theft, went down significantly from 2002. These statistics are
scheduled to be published by the Illinois State Police in mid-June.
