Inspectional Services

The Inspectional Services Division coordinates all inspectional activities
which include fire and burn prevention practices, code applications, building
inspections, plan reviews, permit processing, and ordinance enforcement.
In the Village, the firefighters are also trained as inspectors which allows
inspections to be conducted while they are on duty. The following topics are
meant to answer any questions in regards to building requirements, municipal
codes and fees.
Business Operations Permit
- Verify the proposed business fits within the
restrictions in the Zoning Ordinance.
- Obtain Business Operations Permit application at
Fire Station Two.
- Business Operations Permits for any business,
commercial, retail, or service business (other than professional offices
involving directory signage) will not be issued until proper facade signage
has been affixed. This includes the submission of a sign permit ($25.00)
with proper renderings of the proposed sign, approval by the Zoning
Department, and completion of the proper installation of the sign.
- Submit Business Operations Permit form along with
floor plans/facility diagrams.
- Provide copy of Driver’s License (we can copy).
- Pay annual fee based on size between $25.00-$750.00
- Arrange for pre-opening inspections.
- Opening set when ALL code violations are corrected.
- Business Operations Permit provided.

Contractor Registration
- All contractors (general contractors and sub-contractors) working within
the Village must be registered before beginning any work.
- A registration form can be obtained at Fire Station Two. Along with the
completed form, the contractor must provide a Certificate of Insurance
and a $100.00 fee.
The Certificate of Insurance should include:
- Workman’s Compensation & Employer Liability
- Comprehensive Public Liability
- Property Damage
We do not require a Surety Bond.
If the contractor is an Electrician or Plumber, we need a copy of a city
license. If the contractor is a roofer, we need a copy of their state license.

Fence Requirements
A fence is any structure made of wood, stone, metal or other material so as
to create a sufficient obstruction around a lot or other space intended to
prevent straying from within or intrusion from without certain property.
- Fence must be constructed to present finished side to adjacent property
owners.
- Fences shall not be constructed either wholly or partially of barbed wire
or carry electrical current.
- Height: Fences located in rear and side yards shall not exceed (6) feet
in height.

- Corner Lots: No fences may be constructed in any required setback as
established in the Hazel Crest Zoning Ordinance.
- Fences on swales will be removed by the owner(s) when work is necessary in
swales by agents authorized by the Village.
- A permit is required for fence construction and the fee is $35.00.

Garbage, Trash, and Refuse
- All areas of your property, including alleyways shall be free and clear of
debris.
- All household garbage must be stored in non-absorbent, watertight, and
easily washable containers with close-fitting covers.
- All households must have garbage collected once a week.
- All garbage should be placed out for pick-up no earlier than 7 P.M. the
night before pickup.
- Tenants/Residents are responsible for area up to alley way.

Point of Sale Inspections
A Point of Sale Inspection is required anytime a
property is sold within the Village. The process for this inspection is as
follows:
- Inspections should be scheduled at least 3-4 weeks
before the closing of the sale.
- Complete application available at Fire Station Two.
- Pay $75.00 inspection fee (which includes one
re-inspection
- Schedule appointment for inspection.
- After inspection is completed, correct violations.
- Schedule re-inspection.
- A check list is available at Fire Station Two that
allows property owners to conduct a self-evaluation of their property prior to
arranging for the required inspections.

Property Maintenance Codes
Our responsibility with enforcing property maintenance codes is to protect
your health and safety as well as preventing blight in the Village. The property
maintenance code says property must be:
- IN GOOD REPAIR
- NOT OVERCROWDED
- SAFE
- CLEAN
This is a list of some of the more common problems found during inspections:
Interior:
- Are the smoke detectors present and in operable condition?
- Are all outlets located within 6 feet of a water source protected with a
ground fault interrupter? These usually can be identified by test and reset
buttons located on the face of the outlets.
- Is the relief valve for the water heater piped to within 6 inches of the
floor?
Exterior:
- Is the street address posted and visible from the curbside and alley
(where applicable)?
- Are all siding, facia, and soffit free of peeling paint and deterioration?
- Are all light fixtures in good repair and do they all have bulb covers?

- Rental inspections are required once a year or when there is a change of
occupant.
- Complete application available at Fire Station Two.
- Pay $75.00 inspection fee (which includes one re-inspection), $35.00 fee
for each additional unit inspected.
- Schedule appointment for inspection.
- After inspection is completed, correct violations.
- Schedule re-inspection.
- A check list is available at Fire Station Two that allows property owners
to conduct a self-evaluation of their property prior to arranging for the
required inspections.

Questions and Answers
Q. Whey are permits required?
A. The reason behind Building Codes, and requiring permits, is to
help protect the health, safety, and general welfare of the residents of the
community. Also, it provides a way of ensuring that the minimum standards for
construction are adhered to.
Q. How do I get a permit?
A. It is really quite simple. Just come into Fire Station Two with a copy of the
plat of survey, any pertinent drawing, blueprints, or sketches along with any
specifications. Also the owner will need to fill out an application for the permit.
Q. How long does it take to get a permit?
A. PLAN AHEAD, allow at least a week for the application to go through the
permit process.
